Wilmington, Del., November 4, 2026 – Keynova Group, the principal competitive intelligence source for digital financial services firms, today announced the results of its 2026 Small Commercial Insurance Scorecard, which evaluates the desktop and mobile offerings of 10 of the largest U.S. small business insurers. For the eighth consecutive year, The Hartford earned first place for its digital experience tailored to small businesses.
“Carriers are expanding digital capabilities for policy quoting, claims servicing and telematics and continuing to introduce more robust self-service tools. However, amid this progress, the limited availability of business-focused mobile apps is notable,” said Beth Robertson, managing director, Keynova Group. “Carriers that extend online and mobile alternatives to create a more complete experience for small companies can save policyholders time, reduce administrative burdens and strengthen relationship bonds.”
Key Findings:
Mobile Acquisition and Servicing Options Increasing
As digital users become more mobile-centric, carriers are expanding mobile content, quoting and policy servicing features for small businesses. All the Scorecard carriers now offer small business policy servicing via mobile web, and 70% support mobile web quoting for business owner’s policies (BOP), property or liability coverage. Another 90% provide mobile filing for some or all business claims, while 30% enable video, photo or document submission for audits using a mobile device. Despite these advances, only Progressive and The Hartford currently offer small business policy servicing through a mobile app, helping to enhance relationship loyalty and cross-selling potential. Companies using these apps can access both their personal and business accounts, use biometric login, make premium payments and access certificate of insurance and other capabilities.
Digitizing Commercial Auto Becoming Mainstream
With digital access to commercial auto policies and programs increasingly important to small businesses, half of the Scorecard carriers now support online and mobile quoting for these policies, and 30% also enable digital purchasing and binding. Telematic solutions for vehicles used for business operations are now offered by half the Scorecard carriers, and most of these now incorporate business-specific portals that allow companies to manage and monitor multiple vehicles, view vehicle location and routing on maps, assess driver performance, and/or provide accident assistance. Digital servicing for commercial auto policies is also broadening with 20% of carriers enabling commercial auto policyholders to initiate changes to drivers, vehicles, deductibles and coverage. Further, more than half of insurers accept online or mobile reporting and tracking of commercial auto claims and nearly all these insurers also support related document or photo upload.
Enhanced Self Servicing for Certificate of Insurance Requests
Certificate of insurance (COI) requests are commonplace among small businesses, as they provide proof to customers, landlords, lenders, and others that the organization carries the necessary types and amounts of insurance. Today, 80% of Scorecard carriers’ business policyholders can digitally create their own COIs in real time with half supporting customized requests incorporating tailored language or contract elements. More than half of carriers provide a list of past COI recipients, simplifying delivery for recurring document requests, although options to manage recipient details or automate production remain limited. Half of carriers permit the inclusion of additional insureds in COIs, though just 20% support generation of related insurance documents like a summary of insurance, evidence of property coverage, or waiver of subrogation. Expanding richly featured, self-service digital COI creation enables businesses to independently manage documentation requirements while also reducing administrative burdens for carriers and agents.
